Dose he like me and will he ask me out?

Ok so theres this guy and me and him are friends. But he's allways looking at me and smiling and i guess 'flirting' but he says flirting i talking and all he dose is mess with me. There are a fue problems tho he wnt out with two of my friends one of them fr like 3 months and the other for like 4 days. Would that be rong? He also has a girlfriend personally to me shes not that pritty. He keeps going on and off with her because shes doing alot of stuff to him. hes a really soft guy although he gets into trouble alot and loves to mess around. I have his number but im scared to text him what should i do??? Will he ever go out with me?? And dose helike me??
