Question on restroom break laws while on the clock.?

The restaurant is required to make reasonable accommodations if you have a documented disability. Allowing you to use the restroom every two hours would be considered reasonable by every sane person I've ever met. You need to go to HR and explain what your manager is doing. They might need to enlighten your manager on the ADA.
